Mr. Goodwin was present at the creation--as Mr. Buckley reminds us, he is credited with supplying "that ominous phrase, 'The Great Society'"--and he defends the Johnson program ably in this good-tempered session. Goodwin: "Well, I think the Great Society . . . represents a change or a breaking point from the ideas of the New Deal. I think the essential idea behind the New Deal was that rising prosperity, more equitably distributed among the people, would solve most of the problems of the country. . . . You are invited to acquire the official portrait doll of Clara Barton. The kiln fired porcelain doll of the founder of the American Red Cross is being issued in cooperation with the American Red Cross and the National Park Service, Clara Barton Site. Virginia Orenyo, nationally acclaimed doll artist, sculpted and painted the original, based on a portrait of Ms. Barton during her service nursing soldiers in the American Civil War. Frances Keller, doll curator of the United States Historical Society, designed and created the clothing-utilizing historical photographs and drawings from various sources. Clara's fine dark auburn hair frames her youthful face. She has high cheek bones, a firm jaw and healthy bush skin tones, with a slight smile. She wears a pleated, full-skirted dress. A shy but determined girl, at age 10, she nursed her severly injured brother back to health. It was then that she discovered the joy and satisfaction of nursing. During the American Civil War this "Angel of the Battlefield" appointed herself to nurse the wounded soldiers, bringing them food, water, blankets and bandages - and hope. At the end of the war, when she was 38, she traveled to Switzerland where she met with the people of the fledgling International Red Cross movement. The following year she worked with the Red Cross to aid victims of the Franco-Prussian War. Returning to the United States, she established the American Red Cross.

Today there is a preoccupation among development agencies and researchers with getting policy right; with exerting influence over policy, linking research to policy and with implementing policy around the world.

But what if development practice is not driven by policy? Suppose that the things that make for 'good policy' – policy which legitimises and mobilises political support – in reality make it impossible to implement within its chosen institutions and regions?

By focusing in detail on the unfolding activities of a development project in western India over more than ten years as it falls under different policy regimes, this book takes a close look at the relationship between policy and practice in development.

David Mosse shows how the actions of development workers are shaped by the exigencies of organisations and the need to maintain relationships rather than by policy; but also that development actors work hardest of all to maintain coherent representations of their actions as instances of authorised policy. Raising unfamiliar questions, Mosse provides a rare self-critical reflection on practice, while refusing to endorse current post-modern dismissal of development.
